FL5 – Cyber Welfare Expert Level: guide the digital community
The Framework’s highest maturity: protecting yourself and helping others do the same
The Cyber Welfare Expert Level (FL5) goes beyond personal protection: those who reach it are not just highly prepared users, but points of reference able to orient those still moving through the uncertainty of the web. You hold a holistic vision of digital well-being that combines technique, ethics and social responsibility: you decipher emerging threats, promote a culture of privacy and concretely help family, colleagues and friends build their own resilience.
What you will find in this section

Why this section: the Cyber Welfare method
In the Cyber Welfare Framework, FL5 corresponds to the maturity name Expert/Guide: it is the highest maturity the model provides. It means combining superior knowledge and skills with a natural inclination to help others: at this level personal security is a given, and the focus shifts to outreach — turning experience into a service for society and helping make the digital world safer for everyone.
Who it is for
People who have reached full technical mastery and feel the responsibility to share it; people whose Self-Assessment result is FL5; trainers, educators and professionals who want to give structure to their role as guides.
Requirements and details
FL5 is not a static finish line: it is a role. The natural step is mentoring — accompanying those at levels FL1–FL3 — and taking part in the Cyber Welfare Education Project, which offers a structured context for outreach, contributing to training content and building collective resilience together with the community.
Frequently asked questions
What distinguishes FL5 from FL4?
At FL4 mastery is personal; at FL5 it becomes social: on top of the highest technical skills come ethical leadership, mentoring and active commitment to spreading a culture of security.
Do I need to be a security professional to reach FL5?
No: it takes the highest maturity across the three Framework dimensions and the willingness to help others, not a professional title.
What can I concretely do at this level?
Mentor those who are starting out, promote good practices in your personal and professional network, and join the Education Project to contribute to the community’s training.
