Level 1 – Beginner digital skills: the foundations of your journey
Finding, evaluating and sharing information: the first abilities that make you harder to deceive
Beginner digital skills are Level 1 of the Cyber Welfare Skills Model: the starting point for making the most of technology. Entering the digital world can feel like landing in a country whose language you don’t speak, overwhelmed by information that changes constantly. Here you build the foundations of your online freedom and protection: learning to find, evaluate and exchange information is the first real act of defense.
What you will find in this section
- Finding information: searching online for what you need with the right tools, without getting lost in the noise of the web.
- Evaluating reliability: starting to ask yourself critically whether a source is trustworthy: the first filter against deception and fake news.
- Storing and organizing: saving your content in an orderly way, so you can find it again when you need it.
- Producing content: creating your first digital documents, messages and materials.
- Communicating and sharing: presenting and exchanging information while respecting the rules of online coexistence.
Why this section: the Cyber Welfare method
In the Skills Model, the Beginner level is the phase where you acquire the basic abilities to manage the flow of information we meet every day. It is not yet about becoming a technical expert, but about developing the mindset that lets you navigate with discernment: those who move with awareness are already much harder to deceive. In the Cyber Welfare Framework, this level corresponds to the Skills dimension of level FL1 (Basic): the rung from which every digital maturity journey begins.
Who it is for
People taking their first steps in the digital world, people who feel overwhelmed by the amount of information and the speed at which everything changes, and anyone who wants to build solid foundations — with curiosity and without haste — before tackling more complex tools.
Requirements and details
To progress to Level 2 (Intermediate), consolidate the basics until they feel natural: practice searching for and evaluating information every day, try creating and sharing your own content, and start using collaborative tools. When technology stops being something you merely “use” and becomes a space where you communicate with others, you are ready for the next step.
Frequently asked questions
Do I need a talent for technology to start?
No: the Beginner level requires curiosity, not technical talent. Basic abilities are built through daily practice, one step at a time.
Why is evaluating information so important?
Because it is your first defense: understanding whether a source is trustworthy reduces the risk of falling for deception, scams and fake news far more than any technical tool.
How long does it take to move past the Beginner level?
It depends on your pace: with steady practice, the basic abilities become natural within a few weeks or months. What matters is consistency, not speed.
