Cyber Welfare defines the conditions that enable individuals and organisations to participate in the digital environment securely, informedly, and sustainably.
It addresses the human and socio-technical dimensions of cybersecurity by strengthening awareness, competencies, and responsible behaviours, with the objective of reducing human-related cyber risks and supporting digital well-being, autonomy, and trust.
In contrast to cyber resilience, which primarily focuses on the capacity of systems and organisations to respond to and recover from cyber incidents, Cyber Welfare focuses on the preventive and enabling conditions that shape everyday digital practices.
Cyber Welfare complements existing cybersecurity and resilience frameworks by reinforcing the human foundations necessary for trustworthy, resilient, and inclusive digital ecosystems.
